In 1977, Bill, alongside his wife and business partners, developed and opened the Cumberland Skatium, a year-round ice sports facility in Lower Allen Township that became a beloved community destination. He later returned to Commonwealth service and retired in 2004.

Bill was a member of Trinity Lutheran Church in Camp Hill. He was also a life member of the Veterans of Foreign Wars, a member of the Carlisle Elks Lodge. An avid boating enthusiast for more than 45 years, Bill found great joy on the water. As a member of the Baltimore Yacht Club he enjoyed years of recreation along the Chesapeake Bay.
